No. Every AI tool has an 'Enter outcomes manually' option, so you can run the generator without creating a course first. That said, Course Planner meaningfully improves output quality by providing richer context — teaching style, modules, rubric. AI Course Analysis is the one exception: it audits an existing course, so it requires a course in Course Planner.
